how mo modify a note on a drawing, object blocked

Hello all,
I'm having an issue with some drawings on NX11, I'm trying to modify some notes on the drawing, I can see that they are located on layer 252. but even if I make this layer the Work, and is selectable (Visible unchecked), it seems that the notes are blocked by itself, for example I can create new notes on layer 252 and modify then, but I can't make click on the previous one.

I already look for all the commands available for layer and title block management, but i can;t find any solution.
any advice is appreciated

make sure that layer is active, selectable.
Then press Ctrl+i ( = Information -Object)
The/this function should allow you to select and get information about this object. - It should not be limited by any protection rules.
