How much torque to roll up a window (human factor standards) 3

How do aviation or automotive determine an acceptable torque value that will allow a person to manually rotate a lever arm which roll a window up or even release a door/hatch? My audiance is disabled but can drive an automobile. I need to establish a torque value so that I can dertermine an aceptable gear ratio and lever arm length. I have my gear ratio determined but this will help me determine my lever arm.

I found exactly what I needed. Thanks Mint and ione. There is a maximum amount of force that the 5%ile of wheel chair bound population can perform under 80%(concervative value) exertion. I used this force value and the associated motions (ie. push, pull, in and out elbow flexion)to help determine the maximum force required to operate my mechanisms. I then used a digital torque wrench to confirm that my required force was acceptable. I needed to back up my design and have some logic or study and i think this will work.
