How to balance airflow in multible ducting system

I am on a small ship with 7 chill water units, each unit supplying 3 - 5 rooms through insulated ducting.

Each duct has a inline heater connected to the room termostath.

The chilled water temperature is set manually, and then automatecally kept at this temperature.

The ventilation ducting all have manual regulaters to regulate the air flow. It seems that many people have been regulating on these and the room temperature is uneven.

What is the best way to readjust the air flow regulaters???.

We do not have any flow measurement instrument.

We do have the plan of the system with the design and spec.

Any ideas will be greatly apreciated.

If the air supply to the rooms was properly balanced after construction, the person doing the job might have left a mark on each "air flow regulator" as you call it. Have a close look if you see any marks that might indicate the original setting.

Are all rooms identical, with the same air supply grille?
 
can you give me the specificatiuon of your chiller?? what is the design flow rate of your fan unit, cfm or cmh????
give me also the room area???
 
Thanks for the answers. We have the flow rates on the design drawings.

By trail and error we have now managed to regulate the air flow in such a way that the room temperatures are very close to the the required level.
