You can't calculate this - it is simply stated I think. A section or page or snapshot would make it clearer.

Which appendix 2? ASME B 16.5 or ASME VIII?

Can you expand your question a bit as it's quite confusing to me.

2-Asme Viii Appendix2 Describe the formula for Calculatiing blind flg thickness eighter inserting it between two flangs or blind flg with bolts ... now

this is my data and my question is how to calc w , N ( catalogue for width or website give this data w,n for flanges)
3" Flange
c=0.3
P=1.53 kg/cm2
S=1407.21 kg/cm2
E=1
hg=2.92
C=16.8cm
raised faces diameter=12.7cm
width N=2.435cm
G=10.96cm

Ali,

Your question 1 - You simply look up the table, in your example Table 11. You can't and shouldn't be calculating this. Just accept it.
The ASME B 16.5 ratings and sizes come, in the main part, from 100+ years of operating practice and experience and an occasional agreement to e.g raise Pressure and temp operating numbers or modify dimensions.

Question 2
If you want to for some reason design your own flange, then yes, use Appendix 2, but it is well known that flanges built to ASME B 16.5 often "fail" or are thinner / smaller than those designed to Appendix II of ASME VIII.

I've got lost as to what you're trying to do as opposed to simply using a blind flange from ASME B 16.47? Or MSS SP-44

A spade or blank is different to a blind flange - what are you actually trying to do? Note most blanks or spades only go to 24".
