How to create a new plane?

How to create a new plane on a selected surface at the part design?
Can anybody show me how to do it or any tutorial about creating new plane or axis in the sketcher or part design!

Select surface create plane offset 0mm.
To see plane function in Part design you probably have to right click on your toolbar and check that Reference elements is checked.
