Is there a way to create a point grid/cloud from a solid model that could then be exported to other CAD software? Maybe something that would auto generate points for all of the surfaces?

You can save your file as STL and play with graphic accuracy in order to control the number of point in the file.

For better control you need STL licence, if you don't have it, may be you can mesh your part and export the mesh if you have meshing licences.

Is there a way to take the points from the stl file and insert/overlay them on an existing model in another CAD program without creating a solid?

I want to be able to export it as an iges files once the points are created. Points should cover a majority of the part.

These points will be used to verify models that were exported from Catia into UG or other software.

create the STL as explained above, on the STL file and save it as IGES.
