How to decide that whether we want a smoke extraction system or we do not want?

I'm working on a design of HVAC system for a building. I have a conflict to decide, whether we want a smoke extraction system or we do not want. How do we decide it?

If you are in a company, ask a senior engineer, also check your local code and ask equipment manufacturer
 
I would say, talk to the one that is analyzing the fire protection features and systems required for Code compliance.

Building occupancy and the architecture design of the spaces will determine what is required.
 
Read the fire code that applies to the building in your jurisdiction. Then check for local variances and study them (if any). Then apply what you've learned to your design and coordinate it with the fire alarm / fire protection designer.

Yes, smcsaminda - usually not much wiggle room in these systems if you are in a place where there are building codes.
