How to decide which code use in power plants?

I've always thought that a power plant (combined cycle, biomass, solar) will de designed according to ASME B31.1
Now, since in solar thermal power plants they use heat transfer fluids, will it be possible to design according to ASME B31.3?
Can a part of the power plant be designed with ASME B31.1 and other part according to B31.3? Who decides that?

I can do no better than repeat the first section of B 31.1. By code section they mean the relevant bit of B 31.

It is the owner’s responsibility to select the Code
Section that most nearly applies to a proposed piping
installation. Factors to be considered by the owner
include limitations of the Code Section, jurisdictional
requirements, and the applicability of other codes and
standards. All applicable requirements of the selected
Code Section shall be met. For some installations, more
than one Code Section may apply to different parts of the
installation.

I've never used B 31.1, but look closely at its scope and that of B 31.3 then recommend a SINGLE code to use which covers all the elements.

The Power boiler, HRSG, solar boiler are under ASME Section I.

Boiler external piping (BEP) and nonBEP are under B31.1

Some power plants have water treatment facility and chemical processes plant to support it

The one I've work before uses B31.1 for the main plant. But B31.3 for the chemical plant.
