How to manufacture this bearing retainer with lowcost

This is a part of the retainer of a roller bearing. We want to improve the manufacturing process of this kind of product. It's a low-end product, we want to produce it with lowcost. In the past we used digital controlled lathe to manufacture this product,and there is a lot of burr,increased the cost. If it is possible to use a punching machine to manufacture it? I'm not a DIEL engineer, so i wanna ask for some help.

You can also Tumble the parts to debur them.
 
Looking at your drawing, you could start with steel bar cold-drawn to the outer profile shown. Should be able to obtain close tolerances and decent surface finish from the cold-drawing process. The end post features can be produced by a production process like continuous external rotary or chain broaching.
 
How many parts do want to make ?

Please post a drawing of the assembly in cross section, with some indicatoin of bearing loads, etc.

 
It's just a part of the retainer of a roller bearing.This little pillar,we want to manufacture it with high efficiency and lowcost. But now with lathe turning,there is a lot of burr and unable to remove, it makes the efficiency very low. We already use the cold-drawn to form the material. But how to produce this little thing with a better way, that is the key point.

Is the problem the cost of lathe turning the part or the burr removal?

With lathe turning,we need a special fixture to fix this product and manufacture one side each time. After that we need to remove the burr.As you see it's very inefficient. This is a low-end product, high efficiency and low cost that is really improtant.
