How to read Control narrative (interlock & control description).

Hi everyone. I need to translate documentation for P&ID "Control narrative (interlock & control description)" into russian.
So, I have few questions.
Does CONDITION mean - current state(if EFFECT is ACTION)? Or maybe it means just CONDITION, if EFFECT is Initiator/Permissive. How to understand meaning of this table?
What is the difference between STOP and STOP ACTION stages.

Looks to me like condition means:

[li]output turned on/event caused if EFFECT is Action.[/li]

What was the original language? It looks like something that was translated from another language already. You might be better off finding the original language documentation and translate that.
