How to set up dimension format?

Is there a file for UG that controls the dimensions and notes so that when I start a new part file the dimensions will be setup already? So I do not have to keep changing them in every new part?

- or manage your userdefault, (since Nx5)and use tools ->Drafting Standards and load your Standards

You control NX's defaults through File -> Utilities -> Customer Defaults. You may have to take a look at Drafting Standards in order to get to the settings you're describing.

I'd also recommend taking a look at the documentation if you have it. It should help you understand things like that a little better.

Some people are like slinkies....they don't really have a purpose, but they still bring a smile to your face when you push them down the stairs.
 
Later versions of UG are also more capable in terms of how the defaults are replaced when you load the defaults.

Nevertheless my best advice would be to set up templates that are correct and use them to create drawings. Naturally the defaults settings in the templates would agree with those set in your customer defaults.
