How to xref Layouts only

I am trying to figure how to xref in Layouts that show the intended geometry/dimensions, etc. I want to make a drawing that only xrefs in certain layouts. Is this possible?

You can do it within a layout viewport.
Place your x-ref on a specific layer.
In a viewport where you want to see this x-ref, make sure the layer is thawed, on, and not frozen in viewport.
In viewports where you do not want to see it, freeze in current viewport. You must be in the active viewport to reach this setting.
 
That shows the contents of model space which is only part of the problem.

The "Base" drawings are all done in Model Space at full scale, dimensioned and annotated as needed. I use viewports within layouts to use the same geometry but have various layers turned off as needed in each viewport. When I xref the wanted file it brings in everything from the xref model space but none of the layouts. If I xref the base file in a layout viewport it only brings in the model space contents.

If I use Design Center to add the layout, it does so but nothing in the model space I want to show in the layout comes in.

Frustrating!!!

 
Do your work in your base file, but set up all of the viewports and such in the file that the base is xref'd into. For example, you have a base drawing and a sheet drawing. All of your viewports and layouts are set up in the sheet file.

Hopefully this is what you mean!?!?!
