How would i draw this notation in a detail format.

I am in need of some help in taking the following notation and converting it into a detail.
(3) #4 long & (6) #4 transverse bars @ T&B EA. WAY.

The text you provided for the bar callout is ambiguous. It states long bars and transverse bars (this makes sense in context of a continuous footing or something like that).
Then it says "EA WAY" which goes against the original callout of long vs transverse bars.

That callout is not specific enough to determine the intended reinforcement.
 
"(3) #4" = three number 4 bars ?
"long" = placed in the longitudinal direction
"& (4) #6 transverse bars" = and four number 6 bars placed transversely
"@ T&B" = at top and bottom ?
"ea way" = ?
