HRSG ASME Stamping Issue - Manufacturer has cert. Installer does not.

I work as a QC at the main contractor company.

The client requires the ASME stamping for the HRSG we are going to install.
The problem is that the HRSG manufacturer has ASME certification and the stamp, but the installer is just an experienced general company with no certification.
No matter how much I look through ASME Section I, it seems like there’s no way to handle this if the installer does not have certification.
No matter what method, is there a way to get the stamp?

It's upto the contractor to spend the money and time to obtain certification.
A qualified quality engineer with qualification experience would be required
 
The Assembly Contractor does not have the time or intention to obtain certification. Is there a way for the Main Contractor to hire a third-party inspection or authorized inspection service to receive the stamp ?
 
Sorry, you tried to be cheap and now are stuck.
You can't just hire anyone to install Code equipment if any field work is required.
Go back to your boss and tell him that you need to hire a Stamp bearing installer.

as Ed said any work done by this contractor is now scrap. Find a certified contractor. They cost more because it's expensive to get certified
