HSS to HSS sleeve connection

Does anyone have a reference for how to check an HSS to HSS sleeve connection similar to the attached drawing? I'm working on a TI project where field welding is not allowed within the existing building. The contractor has requested these sleeve connections (made up of 1/4" flat bar fit tight to the specified HSS beam) as a means of erecting these HSS to HSS connections without field welding, but I'm stumped as to how to check this.

Any help is greatly appreciated.

What sort of load? Can you just put a BAR on the underside and connect it with a couple of TEKS3 or TEKS5?

It's just supporting a 12psf storefront and a 5psf interior lateral live load.

You should easily do that with clip angles, bolts and TEKS 3 or 5. Why sleeve?
