HVAC Chiller Variable Cost vs. Fixed Cost

Question 1. I was given fixed and variable cost rates of $85.94/1000 ton and $64.41/1000 ton resectively. Shouldn't the units be $/ton*hr?

Question 2. I will be using spare capacity from existing chillers to provide supplemental cooling. When I'm figuring the operating cost for the additional cooling (new fan/coil units for spot cooling)should I include both fixed & variable costs or just the variable costs?
