HVAC Equipment Selection

I have a hard time understanding what type of Equipment is best for a particular space.

E.g., If I have an 8 Unit apartment building, with gas available, in the Northeast.

My options could be to install:
Hydronic heat/Dx Cooling
Heat Pumps
Forced Air Furnace.

What is the process used to choose the right fit?

Way too open-ended of a question. What does the owner want? What can the budget afford? What types of systems may work / not work well for the application? Will each unit require metering of gas/electric consumption for billing purposes?

Hydronic heat with DX cooling will be more expensive than furnaces with DX. Air-source heat pumps probably won't work well in your area. Building is too small to make water-source practical a option.
