Is okay with code to locate HVAC equipment(fan coil) in an elevator machine room, even though it is not for the elevator or machine room? And also, can duct be run through an elevator machine room if it has fire dampers?

The ANSI codes will try to prohibit that, the room is supposed to be for elevator equipment, authorized personel only etc.

If someone is a stickler, put a chain link partition in.




Take the "V" out of HVAC and you are left with a HAC(k) job.
 
As AbbyNormal has pointed out- the simple answer is NO. Most jurisdictions and Elevator Codes will even make the case to delete the sprinkler pipe from the elevator machine room in a fully sprinklered building. The solution there is to use a sidewall head fed from outside the room. The basic cardinal rule is "Thou shalt not install anything in the elevator machine room other than the elevator machine equipment". So ventilation has to be dealt with outside the elevator machine room envelope with fire dampered sidewall grilles, and no other services can cross or otherwise go through the room.
 
We had this exact situation on a new construction job. I don't recall exactly what was passing through the room (ie: electrical conduit or sprinkler pipe) but I remember the answer was to frame around the pipes and cover the framing with drywall and finish it off so that it looked like one of the walls. It made the room a little smaller but it wasn't a problem. Basically the inspector said it couldn't be exposed in the room.
 
Ther is an exception in elevator code ANSI 17.1 which allows pipes and ducts serving the room (only), i.e. cannot serve the room and continue to another room.
Your fan coil for another room in elevator machine room is a definite no-no.
