Is there a provision that exempts hydrauliic accumulators from Code that have a pressure rating up to 210-bar & greater than 6in, as 10-inch in dia?

No, sorry. Read the ASME VIII Div 1, Clause U-1(c)(2).

Appreciate your reply. I have the Introduction (U-1) pinned to the wall and read that section many times. If it only said hydraulic systems instead of cylinders I'd feel much better.

I hope I won't dissapoint you, asking to read one more time;- the Clause U-1(c)(2) said:
Based on the Committee’s consideration, the following classes of vessels are not included in the scope of this Division; however, any pressure vessel which meets all the applicable requirements of this Division may be stamped with the Code U Symbol:
(a) ...;
(b) ...;
(c) pressure containers which are integral parts or
components of rotating or reciprocating mechanical
devices, such as pumps, compressors, turbines, generators,
engines, and hydraulic or pneumatic cylinders where the
primary design considerations and/or stresses are derived
from the functional requirements of the device;
So, if it is integral with the hydraulic pump, your accumulator is exempted. If it is a stand alone piece of equipment piped to other equipment, then is not exempted.
Anyway, you are storing very high pressure in a small pressure vessel and my advice is to make sure the equipment is safe and in full accordance with the code requirements, instead of looking to exempt this dangerous equipment from the code requirements.

Its not connected and after reviewing a Parker Hydraulics accumlator catalog it needs to be built to ASME. Since forged steel it appears it can get by on a 3:1 SF, that may be different as I did not check date of the Code reference.

Although it does meet the European equivalent TUV (I think).

GR, by no means did I want to exempt I'm trying to determine if there was an exemption that I was unaware before raising the red flag.
