Hydraulic cement

Is it appropriate to use hydraulic cement to fill a pipe sleeve, in the basement wall, that is not needed? On the outside (the soil side), the sleeve is covered over by the same waterproofing material applied over the basement wall.
Or, if it's more appropriate to use non-shrink grout?
I appreciate any thoughts on this one.

If you aren't waterproofing, as it is covered by the membrane and you aren't worried about structural performance just fill with grout extended with 10mm pea gravel to reduce any chance of shrinkage.

Frankly if it isn't structural and isn't architectural (waterproofing and appearance) fill it with anything that will stay.
