Hydraulic Modeling of a Resevoir into a Closed Conduit system

I’m trying to figure out the best way to model multiple detention ponds outlet structures tying into the local public storm sewer system. Is this sometime that can be done in StormCAD. I’ve never tried to use it for any time-series or routing modeling, just simple storm sewer/inlet sizing. Would prefer to not have to buy another proprietary software. Thanks!

Yes, StormCAD should be able to handle modeling stormdrains and inlet sizing including detention ponds.
Just need to to setup your Scenarios and layout your pond and piping network.

Alternatively, you can use HEC-HMS (free) or HydroCAD (no cost trial version, limited nodes).
 
If the intent is to only develop a rating curve for the storm drain then yes it can be used. If I recall correctly, StormCAD software is steady state and will not route the hydrographs needed for routing. You will need SWMM, HydroCAD, CivilStorm or other hydrologic routing software that incorporates storm drain system.
