hydraulic pump - changing GPM capacity

Hi all ,
assuming I switch the cartridge of my vickers VQ25 of 21 gpm to 16 gpm and keeping same RPM ... my winch HD motor will rotate slower rigth . My question: the HD motor will have more torque ?
I'm sorry if it's obvious but I'am just dredge miner...

Is the peek pressure of the slower one higher?
IF the pressure is the same then the torque will be the same.
If you are limited by the driver HP then running slower should get you more torque.
IT depends on the pump design and you limitations.

I am braziliam , hope my english possible to make-me understanding..
my problem : I wish have more torque in my winch (dosnt matter if with less speed ) ,
my HP is vickers vane 25VQ 21 gpm , drived direct in a 250 hp Mack engine (plenty power disponible)
my hydraulic motor is a radial piston Kawasaki 70 hp
keeping same pressure 3000 psi and changing cartridge of 21 to 16 gpm or less I will have more torque with less rotation ?
if yes about how much % more ?
if no - its possible I get more torque using same kawasaki HD motor and without changing winch gears? changing HP? using another HP with more pressure?( vickers 25VQ allow max pressure of 3000 psi only)
