How much higher can the pressure really go above the calculated test pressure of a hydrostatic test on piping before it becomes an issue?

When the component begins to generally deform under increased pressure and this deformation is permanent.

I think it becomes an issue as soon as the pressure exceeds the allowable margin defined in the code for required accuracy of the test gauge.

I don't have a specific case. This was just a topic of conversation between myself and a couple other inspectors. Some of the contractors have been pumping their piping hydros a 100 or so psi over the caculated test pressure. We have come to the conclution that the flange limit would be the determining factor and it doesn't look like this will be an issue until you start getting into 10 or 12 inch pipe and higher.
