Can anyone help me with the estimation of the design cost of a hydrogen plant? The proposed hydrogen plant capacity is 40,000Ncm/h.

I am not involved in this matter, but you should mention about type of process.producing H2 by methane or electrolysis of water.
 
Sorry, the process it is by producing H2 by methane.
 
Here is a datum point that may be used to get an order of magnitude estimate of the capital cost of a hydrogen from methane or natural gas plant. You may need to scale it to your size requirement, scale it to your year, and scale it to your location.

The company said in a press release, posted on the Internet in late April, that it is considering spending as much $1-1.3 billion (8-10 billion Norwegian kroner) to build two hydrogen-fueled power plants on Norway's west coast with an annual capacity of 10-12 billion kWh (10-12TWh).

The primary energy would come from natural gas. But in a new concept under investigation by several of Norsk Hydro's business centers and research units, the carbon dioxide would be stripped cleanly out of the natural gas before combustion, reducing CO2 release into the atmosphere by as much as 90%. The plants would need about 2 billion cu. m. (about 71 billion cubic feet) of natural gas per year as raw energy and fuel gas source.

The process is similar to one used in Norsk Hydro's many natural gas-based ammonia plants, the release said.

The carbon dioxide would be used as injection gas in oil fields in North Sea reservoirs to increase oil recovery. The left-over hydrogen would be used to fire the steam turbines to produce electricity which may be sold in the integrated power markets in the Nordic countries. HAZOP at
