I have noticed that the NBIC R-1 Form does not mention DESIGN in the Certification of Compliance block, and the R-2 Form does. Since the R-1 Form is for Repairs and the R-2 is for Alterations - is it save to conclude that if design is needed them it is an alteration?

The NBIC doesn't exactly word it that way but I agree with your interpretation, if design work/design calculations are required then it should be considered Alteration. I can't think of any exceptions to this "rule" but, as always, check with your AI first.

Note that the opposite isn't necessarily true, i.e. not all Alterations necessarily involve design calculations.
