I need some guidence on the issue 2

I want to know that in the foundation design of Pole structure, how compressive loads & tensile loads are resisted. I had seen most of the design are showing 1/10 of Pole height+ 2 ft as Embedded length of pole. In my opinion that is not true. Is there any proven theory is availble?
