I want to determine whether the connection I've designed will behave as a FR connection or as a PR connections
And if it is a PR connection .. how can I calculate its stiffness ?

You're going to need to elaborate. Perhaps provide a sketch with member sizes and expected loading

I've enjoyed this paper on the basics: Link. I've only looked at PR on a couple of reno projects long ago so I'll have to rely on somebody else to fill you in on the modern code requirements etc.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.

The connection is a bolted clamp ... connects between a H 350*350*13*15 mm column and a box 300*300*16 mm beam.
A moment is applied around the minor axis of the clamp.

I have attached a detail for the clamp in use.
