I will construct a plinth-level slab. The slab will rest on the soil. There are no excessive loads except the living of people and residential furniture. I want to do it at a minimum cost. No design criteria are required. 2" thickness and 8 mm rebar 12" C/C, is that opkay ?

Is this for open air living?
If you are calculating loads based on "except the living of people and residential furniture." the weight of a structure supported by the edges of the slab will be relatively excessive.
Wall to wall carpet will cover a multitude of sins.

"No excessive loads" means nothing. No frame of reference.

"No design criteria are required" means there are no requirements. Is it okay for what?

2" slab = 50 mm thick. 8 mm rebar each way means the mat is 16 mm thick, which means at best 17 mm of cover; in reality, less than 17 mm due to construction tolerances. No way in the world would I accept a nominal cover of 17 mm.
