IBC - Earthquate design outside U.S. 2

The latest project that I'm working on is in a remote, undeveloped region in Indonesia. We'd like to use the latest code, IBC 2003. However, there are no Ss & S1 charts for earthquake design, and our client will never spend the money or time for the incredible amount of research that would be required to develop these local values. I can't blame them. The site is barely accessible.

We are currently using UBC 1997, zone 3 for design. Are we now locked in with UBC forever? Will we be forced to use UBC 1997 20 years from now and not able to take advantage of code advancements?

UFC 3-310-01 lists these values for Indonesia:

Bandung: Ss=1.643 S1=0.657
Jakarta: Ss=1.381 S1=0.552
Medan: Ss=1.115 S1=0.446
Surabaya: Ss=0.964 S1=0.386
