Can anyone tell me how this is different from a load duration factor of 1.6 for Wind/Seismic?

This has nothing to do with the load duration factor. The commentary says that this takes the place of the 1.15 repetitive member factor in the NDS. For anything smaller than a 2x12 (which is virtually every wall stud), you are getting an increase in your repetitive member factor.
There are a number of conditions to be met, so be sure to meet them all.
 
And you can use the Load Duration Factor of 1.6 AND the repetitive member factor of 1.5.
