IBM licensing of Catia

On an earlier thread closed now (560-186764), It was mentioned that there is a change in licensing for Catia. Can anyone expand on that a little more, or can anyone direct me to a site that may be more detailed in the explanation, what needs to be done, What role IBM may or may not have in the licensing, etc...?
