ideas on the Galileo navigation system

hi,
i'm working on an alternative low-cost study on the new Galileo navigation system. one of my tasks is to analize the effect of having the satellite clock on the ground,but shift the navigation signal in time and close loop control it to ensure that it appears it has been generated on board.

Is this going to be part of the GSTBV2 to ensure frequency allocation?

I did suggest something similar to some of my colleagues but have never had time to investigate the full effects. The system I thought about was based on interferometry to close the loop, Unfortunatly the problem is the orbits of the satellites consequently the short term stability of the timing systems could not be maintained. I would need more time to investigate.
