IEBC Reduced Seismic Load for Alterations

Regarding alterations to an existing building, within the exception to section 805.3 of the International Existing Building Code, the excerpt states that "Reduced seismic forces shall be permitted." Does anybody know what the code means by "reduced"?

See section 301.1.4.2 (2015 version) of IEBC for the reduced values, typically it is 75%.
