Is their a motor frame dimensional charts for NEMA Motors above 355 frames, for a given HP / Speed relationship, where we could compare the difference between an IEC and NEMA motor

Refer to EASA MECHANICAL ENGINEERING HANDBOOK, there you find NEMA and IEC frame dimensions, etc.
 
Ask your motor supplier for a poster/chart. Most motor vendors or repair shops can get these for you.

The site I frequently recommend is Brook Crompton (UK company), because their pdf catalogues are so good. They have catalogues for IEC and NEMA, right up to the largest frame sizes, with performance and dimensional data. You can find them on:
