Impact test for SA516Gr60N as per SA20 1

We are purchasing plates in SA516Gr60N with thicknes = 1/3" (8.5mm) and 1" (25mm).
I received material certifcats and I'm suprised because :
- for plate thk=1" => impact tes at -51°C (-60°F) according to SA20 table A2.15 = no problem

- for plate thk = 1/3" (8.5mm) => impact test at -20°C (-4°F) ??

I did find any deviation/ exclusion,... in SA20 to perfom impact test at -20°C instead of -51°C. My understanding is it correct or is it able to perform impact test at -20° for thin plates ?? If yes, which chapter ??

Table A2.15 provides the Purchaser general information regarding the minimum temperatures that specific materials can meet the required absorbed energy. It does not mandate such testing. Section 12.1.5 states, "The test temperature shall be specified in the purchase order...if not specified in the purchase order, tests shall be conducted at a temperature no higher than is given in Table A1.15 [A2.15]..." For SA-516 to be so tested, Supplemetary Requirement S5 must be specified in the purchase order. Per Table A2.15, the test temperature for 25mm and under SA-516-60N plate would be tested at -51C if S5 were invoked without the test tempearture defined in the purchase order.

The requirements for impact testing of SA-516 plate used in pressure vessels designed per ASME VIII, Div. 1 are defined in UG-84 and UCS-66.

 
From my understanding (but may be I'm wrong), for SA516, impact tests are mandatories as per Section 12.1, even in case of nothing else was requested in purchase order.
Are you sure regarding your interpretation?
 
Refer to Section II-A and you will notice that Impact testing is not a mandatory requirement for SA 516 grade plates , it is a supplementary requirement.
Impact test will become mandatory for plate supplier only if you specify it in your purchase order.

If you are a pressure vessel fabricator it may become mandatory requirement for you depending on thickness and MDMT, see UCS-66 if your vessel is bulit to ASME Sec VIII Div.1. You will have to determine this before you order your plates.

Hope this does not confuse you, it is very simple just read ASME Sec II-A Spec for SA-516 & UCS-66.

For plate 8,5mm a specimen subsize charpy test is required.

See ASME VIII Div.1 Table UG-84.2 for Charpy impact test temperature reduction for subsize

Consult your supplier too.
