Visual, tensiles & bends (all full thickness) were performed on this 1-1/2" thick procedure qualification joint per ASME Section IX-17. Impact testing was performed per ASME Section VIII-15 Division 1 UG84. When the impact testing was performed it was inadvertently tested as a single process joint. Therefore only 1 set of weld impacts and 2 sets of HAZ impacts were removed per the code as shown on the attached sketch. My question is what do I need to do to get this corrected? Do I have to re-weld this exact joint and then remove 1 set of GTAW weld metal impacts and 1 set of GTAW HAZ impacts from the GTAW portion of the joint? Could I get by with just welding up a 1/2" thick plate, GTAW all the way out, and remove 1 set of HAZ and 1 set of weld metal?

Follow your Non Conformance section of your companies Quality Control Manual.

The question was related to the code, which my QCM is not going to answer. I am trying to finish the procedure with out re-running all the impacts, if that is possible.

This is a WPS nonconformance and to use this WPS for impact qualification for GTAW requires welding a coupon exactly following the WPS and impact qualify the GTAW portion.

You can weld a supplementary test coupon however it shall meet all the essential variables of the existing WPS.
