looking for investigative work done on impingement cooling - initial air temp.vs.velocity vs.BTU of cooling capacity, also desired airflow patterns ( full loop thru blower suction, discharge thru air cooling system to application points & return to blower suction )

SAE did a lot of work on this around 1998-1999. Some of their papers had to do with Engine Cooling, some with electronics.

Don't know how much you will find published but Frigsocandia and others implemented a lot of science around 1991-1992 based on impingement for freezing burger patties and pizzas, largely to renew or displace or augment Cryogen based product freezers. Their empiricals are on the web, but were also the context of certain paers deliverd at the time.

I believe that the R-theta Heat Sink designer Software allows impingment cooling.
