Incising factor for fastener capacity

Why isn't there an incising adjustment factor for mechanical connections in the NDS? Or are there and I just can't find them? If the parallel to grain crushing value needs to be multiplied by 0.8 for incised wood needs to be multiplied by 0.8, it seems like faster bearing parralel to grain would need a reduction, or do they not because they extend past the incised surface? If there is an adjustment factor, would that mean that shearwalls with a PT bottom plate also need to have reduced capacity?
