If a roof deck will be used by people, ASCE 7 says I need to use the same live load as the occupancy served (table 4.3-1).
Is the Cd = 1.00 or 1.25?
Thank you,

I haven't ever used the IRC here in California and I don't think my colleagues here do either. We have the CBC, the California Building Code, which is a modified version of the IBC. Most of the differences lie due to the special considerations needed for schools, hospitals and state buildings. For residential structures, it's mostly IBC which references ASCE 7.
In ASCE 7-22 and it's predecessors, there is a line item in table for 4.3-1 under Roofs:

There is also a line item for Balconies and decks:

Not sure what the difference is between "roof areas used for occupancies other than assembly" and "decks", but I take it to mean that "balconies and decks" are located on the same level as a living space where a roof deck is just that, a roof used for the occupancy served, but that's where the 1.5 comes from. I use the 1.5 for balconies and decks on the same level as the same level as a living space.

With regards to your comment on my question being a "no brainer", a lot of discussion has come from a "no brainer" question. Regardless, I'm glad I asked and I am now more comfortable using a CD=1.0.
