We're using AN/AS123601 Inco 600 solid rivets for a high temperature application.

As far as I can tell, they are supplied in the annealed condition for which Fty is very low.

Is it safe to use cold worked properties after forming?
Does the manufactured head and shank become cold worked during forming?

Yes, the head and shank become somewhat cold worked from the riveting operation. However, any strength improvement due to cold working will be removed once the rivet is exposed to elevated temperatures. Take a look at Figure 1 in the following link, which shows that even for cold-drawn bar, which has much higher strength than annealed products, the strength begins to decrease after ~ 800 F. Table 25 shows the effect of time and temperature on the recrystallization behavior of cold-worked sheet, which gives you an idea of how the strength will change over time.
