Hi,
"Initial stresses are treated as if they are applied on elastic materials".

does it mean, we are not able to use initial stress with non elastic material?

No, it just means that the initial stresses cannot exceed the yield of the material, but if the user specifies that they are greater, the elasticity modulus is used for the initial stress calculations (strictly speaking, all initial/residual stresses are elastic anyway - approximately, although there is the possiblility of macro scale local residuals present that are higher than yield - so this assumption is generally valid).
