inlet nozzle for API 650 tank

dear..
i need to get advise for inlet nozzle elevation for water tank.
usually inlet nozzle is about above of high water level in the tank, but the pipe inlet so big about 1600 mm, and there is no space if we put on the above of water level ( as per API we have to consider reinforced pad for this nozzle). The space between high level and top shell is 2 m.
can we put the inlet nozzle in the bottom level.. is this common design or not

For a 1600mm line, consider coming up through the foundation, with a riser pipe up near the top if needed.
Just in general, inlet lines on water tanks are all different configurations- high shell openings, low shell openings, through the tank bottom, up the shell and into the roof. But for a very large line, in through the bottom would not be uncommon.
 
As long as the pump is selected for the max water level there should not be any problem.

Additionally the inlet flow should not cause turbulence or dynamic action against tank internals or the tank itself.

How about the discharge? Will the discharge and inlet be operating at the same time? If so you need to consider the actions to each other. The geometry, location of nozzles, tank diameter etc
... needs to be taken into consideration.
Discharge side (pump suction) should not be effected by the turbulence of the inlet flow of the tank.
 
Putting the inlet pipe above water level gives you an "air gap" so there is no possibility of reverse flow back down the inlet line.

Do you need this?

If coming in through the shell at the bottom or through the floor then you will need one or two non return valves to prevent reverse flow.

If this though is "water", I'm amazed you're building this to API 650 and not one of the AWWA codes which will or should be a lot cheaper.

But inlet at the bottom is quite normal for petroleum liquids as they don't like splashing.

At 1600mm that's a pretty big pipe and the waves inside the tank will be quite big so your level control is going to be difficult for an above liquid pipe entry.

How big is this tank?
