Inside tubes - cleaning 1

Hi!

What methods are there to clean the inside of the tubes of an oil cooler?. The supplier recommends compressed air, not more, but the oil cooler has been working with low quality oil, and it hasn't had an adequate maintenance since it's installation.
¿Are there any chemical solutions or similar to clean the tubes, without damaging the tubes or seals?

if the cooler is shell and tube type
it could be cleaned chemicaly by suitable chemical solvent an followed by water flushing to remove deposites no cleanig solutions should be left at the cooler .

1-degreasing by circulating of fresh water solution about 0.1% wetting agent 1.5%soduim carbonate 1.5%soduim metasilicate and 1.5%trisodium phosphate for about 4 hours under temp.of 60 C or 12 hours at amb.temp.

2-draining waste into specified tank

3-acid cleaning by circulating of fresh water of solution about 0.5%ammonium bifluoride and 0.15% proper inhibitor at about 12 hours under temp.of 60 C or 24 hours at amb.temp.

4-neutralization &passivation by circulating of fresh water solution of 0.5-1.0% ammonia followed by circulating of a 0.5%soduim nitrite water solution for about 2-8 hours
