Inspection of Tubes Directly Welded to Piping Header

Dear Experts,

Can anyone guide about the applicable inspection technique for inspecting fin fan cooler tubes that are not open ended and are welded directly to piping header.

Are there hand hole caps on the header to access the tube bores for at least a borescope inspection?

There is no access for borescope. pls see attach example for such an installation
