Installing vinyl sheet piles

A small flood control dike is being planned that will need a cut-off system in the ground below to depth of 10 feet.
One possible cut-off method being considered is vinyl sheet piles.

Ground is layers of very loose sand, soft silt and clay layers as well as soft fibrous peat.

How are these installed?

Can they penetrate ground say with blow count over 10?

There are small vibratory drivers/extractors made specifically for driving and extracting vinyl and aluminum sheet piling. Here is one example.
In the past, vinyl sheeting was thin and flimsy. It would deflect if it hit any obstruction. These days they are made in a much thicker gauge and are much more durable. Judging by your description of the soil, it sounds like a good candidate for vibratory installation. Aluminum sheeting may be an option for you as well.
