I would suggest a "dry well". It gives good access, keeps the valve from contact, and you can insulate with formed or batten insulation.

If the actuator or handle is extended above the surface then you could use a butterfly valve with a fusion bonded coating. The bolted connections could be wrapped with tape or covered with patent grease filled caps.
direct bury valves are designed for underground service. Insulation is not generally necessary and corrosion protection is usually provided with factory coatings. If you have corrosive soils, ask your supplier for his recommendations on coatings. Note, if you do install it in a dry well in cold environment, than insulation will become necessary.
