I'm in a situation where I need to provide construction support for interior non-load bearing partition walls, and I'm not familiar with standard practice in these situations. I know that the walls should extend to a diaphragm or there should be a kicker at the top for lateral support, neither of which is feasible.

As of right now, I'm considering using a steel beam/girt at the top or replacing the ceiling with a diaphragm, but I don't want to specify anything that is extreme or uncommon. Please let me know your thoughts. Thanks!

There is a recent thread called stud wall bracing that deals with this exact scenario. I think your situation is ripe for some diagonal plan braces from the full height stud walls to the partial height ones.
