The fundamentals of the valve is avoid (closing) or allow (opening) the flow through the valve for safety or quality proposes. But, the only valve is only a part of a interlock. The complete interlock consists of tramsmitter (send a signal), controller (compare with a set point value) and final control element (a valve).
Some old devices included sequential keys. I would prefer the software sequence. Automated valves for interlogic require positive shutoff with pneumatic piston actuator failure position and position status signals. More details and opinions exist such as position transmiters in lieu of open/closed position switches; partial closing for testing in lieu of full closing etc.
