International legal capacity in design ?

For a coming project in country of EU main contractor asked us whether we have "International legal capacity in investment design". We have several engineers with full legal capacity for our country (national equivalent of PE in US), but for first time we hear about such international status.
If somebody knows something about the matter ?
I even suspect that main contractor (he is from our country, not from the one where the project will be) misunderstanding something, but I am afraid we could lose contract because of some bureaucratic point or just due to bad translation of tender documents.

lz5pl...have done international practice, but don't know of any international licensing recognition....I think you need to get clarification.
 
Thank you, Ron. I have the same experience - projects in about 10 different countries, never heard about some international certification.
Probably it is something like "Lost in translation" :)

What is an "investment design"? Something lost in translation? Misspelling for international?

It may mean, you are officially authorized to conduct business in that particular country. Just a guess.

Professional organization of engineers in our country is named Chamber of Engineers in the Investment Design. It is similar to PE license in US - only members of this Chamber have legal capacity to sign and stamp design materials according to extends of their license.
Probably "Investment Design" is not very good translation, but it is the official one. It means design of buildings, factories, etc. (not design of mashine parts, for example).

I'm from Europe and have never heard of such legal capacity here. It might exist for construction works (just a guess) but for sure not in other engineering fields. Through this forum I learned how complex this is in the US. Here in Europe you do not get any kind of license and you are not registered anywhere. The profession "Engineer" is not even protected in some countries.
 
Organization has internation recognition between EU member nations, so say you have an engineer from a membering nation say, Greece. You can get reciprocity in France Germany etc.
