According to this interpretation if I have smls pipe and a bolted joint at each end welded to the shell with a full penetration corner joint a JE = 1 is permitted.

What if my weld attachments on both ends are loose type flanges (slip on flange / double fillet)? Can I still use a circumferential and longitudinal E = 1 as stated in Interpretation: VIII-1-89-227?

Yes. But ensure that the external fillet on the SO Flange is big enough to meet ASME requirements: leg lenght of 1.4 x pipe wall / fillet throat = pipe wall.

Additionally, this weld not being a butt-weld, no RT will be required.
